Dampare’s leadership was flawed – Emmanuel Kotin

Security analyst Emmanuel Kotin has criticized the administration of former Inspector General of Police (IGP) Dr. George Akuffo Dampare, citing several issues that he believes weakened the police service during his tenure.

Kotin outlined a number of unpopular decisions taken by Dampare, including his approach to crime statistics, cyber security, and internal administration.

“There were so many unpopular decisions he made. Every country relies on crime statistics to plan in terms of policy, but under his leadership, the department responsible for that was scrapped, and there has not been any single crime statistic under his watch.

I think that was not good for us as a country,” he remarked on 3FM monitored by MyNewsGh.

Kotin also criticized the handling of the police cyber security unit, noting that despite efforts to secure international funding to establish the department, it was mismanaged.

“Cyber security is one of the biggest threats for any country today. The then Director-General of Cyber Crime Management went through great lengths to solicit funding from international organizations, but the unit has been inactive,” Kotin said.

He further highlighted concerns about police welfare under Dampare, particularly the mismanagement of the welfare fund meant to support officers.

“When you go for peacekeeping, money comes through that fund, and officers in distress could apply for soft loans. But under his watch, nothing happened,” Kotin lamented.

Another critical issue he raised was the extra-judicial killing allegations that emerged under Dampare’s administration.

“One of the most critical aspects of his tenure was when extra-judicial killing allegations were made against him.

“And it was not even coming from outside; it was from within the police itself. You remember the leaked tape? Police officers were prepared to testify before Parliament on the matter,” Kotin said.

Despite these issues, Kotin noted that Parliament failed to act decisively, allowing Dampare to maintain an untouchable status within the police service.

“He became a god in the police service. He was untouchable. But I think one of the biggest gifts the president has given to the police is his removal,” he asserted.
