“The Winter Raiders” is a late-game side quest in Assassin’s Creed Shadows that tasks players with eliminating a list of targets that are terrorizing the people of Kii. Like the other ‘criminal organization’ target wheels in AC Shadows, information on the Winter Raider targets is revealed as you complete the list. This particular quest features targets with levels in the high forties and low fifties, so it is better left until fairly late in the game, which is true for most of Kii.
