Agenda 111 progressed under Akufo-Addo, but $1.3 billion needed to complete it – Minority caucus

The Minority caucus in Parliament has shed light on the status of the Ghana Priority Health Infrastructure Project (GPHIP), popularly referred to as Agenda 111, during their version of the State of the Nation Address.

They provided a detailed breakdown of the progress made on the initiative, emphasizing both achievements and the challenges that remain.

“The Ghana Priority Health Infrastructure Project (GPHIP) referred to as Agenda 111, was to design, construct, and equip 111 hospitals across the country,” they stated.

The project became a priority after Ghana recorded its first case of COVID-19 on March 12, 2020.

According to the Minority, former President Akufo-Addo, in response to the pandemic, acknowledged the urgent need for hospitals in 88 districts and six newly created regions, leading to the government’s commitment to investing in healthcare infrastructure.

They explained that the project initially comprised 101 district hospitals, seven regional hospitals, two regional psychiatric hospitals, and one national psychiatric hospital.

However, the plan was later expanded to cover 114 sites. As of December 31, 2024, civil works on 37 sites had reached 70% completion or more, 28 sites were between 50% and 70% complete, while 36 sites were below 50% completion.

The Minority highlighted that three district hospitals—Atwima Kwanwoma Municipal Hospital at Trede, Oforikrom Municipal Hospital at Kokoben, and Ahanta West Municipal Hospital at Bokro—had been fully completed, equipped, and commissioned on December 5, 2024.

They also pointed out that funding for these projects came from the Government of Ghana’s budgetary allocations and oil revenues through the Annual Budget Funding Amount Capex.
